Rukesh Patel, the director of construction for Parx Casino, has built a career grounded in design, problem-solving and teamwork. Originally from the United Kingdom, Patel earned an engineering degree from the University of Bradford before venturing into the construction and development industry.

His early career took him to the United States, where he started designing room layouts for a developer that was building hotels in New York City. Over the years, Patel has held various roles in project management and development, eventually founding his construction consultancy, Finch Crown, in 2009. In July 2021, he joined Parx Casino, overseeing crucial construction and expansion projects.

Patel’s passion for construction is deeply rooted in his fascination with how things work and come together. From childhood toys like LEGOs and Meccano to hands-on experience in diecasting firms and hotel development, his journey has been defined by curiosity and a hands-on approach.

“Every day is a new experience,” he says, emphasizing how his career has allowed him to solve complex problems and collaborate with industry experts.

A collaborative effort

One of Patel’s most significant projects at Parx Casino was to develop its Shippensburg location, a Category 4 casino. As one of only four licensed Pennsylvania facilities, this project required a highly strategic and collaborative approach. With a limited operation model allowing for 300 to 750 slot machines and up to 40 table games, the Shippensburg casino was designed to fit the needs of a smaller market while maintaining the high standards of Parx Casino.

“It was a very involved project, with internal and external teams coming together to make it a success,” Patel explains.

From the outset, he oversaw everything from design to site preparation, construction, and finishing. Working closely with architects, he ensured that every aspect of the casino’s layout was optimized for operational efficiency.

“I took what the architect came up with and worked with our internal teams—EVS, facilities, restaurant, and others—to make sure everything made sense functionally. The goal was to streamline day-to-day operations while maintaining a high-quality guest experience,” Patel explains.

The project started in 2021, became operational in 2022 and was marked by collaboration.

“We, along with contractors, the executive team and vendors, remained open-minded and focused on working through any issues together,” Patel says.

The team’s adaptability was particularly crucial in navigating post-COVID supply chain disruptions.

“It forced us to think differently, to be creative, and to find innovative solutions to keep the project on track,’ he says.

Ultimately, the Shippensburg project was a testament to Patel’s ability to foster strong internal and external relationships.

“It was all about trust—building trust with our colleagues and external partners and ensuring that we were all working towards the same goal,” he says.

The result was a successful launch, with Patel and his team working through every detail from the initial planning stages to the ribbon-cutting ceremony.

The future of hospitality

While Shippensburg was a major success, Patel has also been deeply involved in planning a potential hotel addition at Parx Casino’s flagship location in Bensalem. Since the casino’s opening, leadership has recognized the need for an on-site hotel to accommodate guests looking for an extended stay. Patel was brought on board to help bring this vision to life.

Initially, the plan was to build a 300-room, 10-story hotel featuring a complete glass exterior. The ambitious project underwent an extensive 18-month design process. However, the plan was ultimately shelved when the projected construction costs were significantly higher than anticipated.

“After all that work, we had to scrap the project. It was disappointing but also led us to rethink our approach,” Patel says.

Rather than abandon the idea entirely, Patel and his team pivoted to a different strategy. In June 2024, Parx Casino acquired the Inn at Fox Chase, a six-story, 160-room hotel on its property lines. Patel led the due diligence effort and coordination so that upon transfer of ownership, the building could be brought up to PARX standards by addressing the essential structural items, such as leaks around windows and upgrading crucial mechanical systems.

“We invested in the necessary improvements to ensure the rooms were safe, comfortable, and met operational standards,” he explains.

Beyond simply renovating the existing hotel, Patel sees this acquisition as an opportunity to test the market.

“We get some seasonal business from Sesame Place, just a few miles away. However, our goal is to retain Casino visitors who wish to extend their stay and make their experience more memorable. This allows us to gauge the demand for a dedicated Parx Casino hotel,” he says.

To further refine the concept, Patel has been working with Perkins Eastman to convert the top floor into double suites, allowing for a premium guest experience.

Looking ahead, the goal is to use this renovated property as a stepping-stone toward building a state-of-the-art hotel as part of the Parx Casino complex.

“The hotel we originally designed had all the bells and whistles—conference rooms, meeting spaces, a sky bar and restaurants. It would have been an extension of the gaming floor, as a 150-foot-tall building with views of Philadelphia,” Patel says. “For now, we’re taking a measured approach, testing the water with the Fox Chase property while keeping our long-term vision in mind.”

A culture of innovation

Throughout his time at Parx Casino, Patel has embraced a culture of collaboration and open communication.

“I’m not an expert in everything and don’t claim to be. That’s why having an open-door policy is so important,” he says.

Patel values input from diverse perspectives when working with architects, contractors, or operations teams. The refreshing thing he finds about working there is that his colleagues have decades of experience in the gaming industry, and they bring insights that he might not have.

This mindset has also driven Patel’s approach to problem-solving in construction and maintenance.

“Coming from an engineering background, I tend to look at things differently and think about operational and capital costs from a construction perspective, as well as a facilities and maintenance viewpoint,” he explains.

For Patel, the excitement of his job lies in finding out-of-the-box solutions that improve both efficiency and guest experience. One example of this was a roofing project in 2023, where a traditional solution was proposed, but a creative decision saved significant time, costs and disruption while still delivering a long-lasting solution.

“There’s not always an opportunity to innovate or challenge convention in construction, but when those moments arise, and you have the support to back it up, they’re incredibly rewarding,” he says.

As Parx Casino continues to expand and evolve, Patel remains at the forefront of its construction efforts. From successfully delivering the Shippensburg location to exploring future hotel opportunities in Bensalem, his leadership shapes the next chapter of Parx Casino’s development.

“At the end of the day, what makes us the best is our team,” he says. “We care deeply about our roles, and we’re all working toward the same goal: delivering the best possible experience for our guests.”
