Financial Partners Credit Union, founded in 1937 and now serving more than 93,000 members, prides itself on being a modern, community-driven financial cooperative. From his first day, he viewed facilities, procurement and security not as support functions but as channels through which members form their impressions long before they speak with a teller or advisor.

“Each branch layout, technology investment, contract decision, and security measure influences how confident, welcomed, and valued our members feel,” he says.

Leading facilities has allowed him to modernize the spaces where members meet with financial counselors, complete transactions, and focus on their goals without distraction. Overseeing purchasing has given him a direct role in stewarding resources—ensuring every dollar, upgrade, and vendor partnership supports long-term value. And directing security has offered what he calls “the most personal fulfillment,” because protecting members’ physical and digital safety is foundational to their financial confidence.

Sustainability and long-term maintenance are also non-negotiable.

Night work gives crews full access, speeding timelines and eliminating daytime noise or blocked areas. It protects staff workflow, ensures safety, and creates a predictable rhythm—reset the space each morning, complete major work at night, repeat until the transformation is finished.

This approach requires precise coordination among vendors, contractors, IT, and security teams. Materials are staged in advance, transitions are carefully planned, and each night ends with a polished, service-ready environment. The result is a credit union that continues to operate at full capacity even while undergoing significant upgrades.

This same philosophy guides larger projects, including the four-phase restoration of the Downey headquarters parking garage. Initial assessments revealed concrete spalling, water intrusion, corrosion and outdated lighting—issues that could not be ignored. A single renovation would have been disruptive and costly, so Cox designed a phased plan emphasizing structural integrity, safety, and continuity. Each phase targets a specific priority, from waterproofing to lighting to accessibility.

The plan extends the service life of the structure while ensuring employees and visitors maintain safe, dependable access throughout the project.

Building consistency across 14 unique branches

Though Financial Partners’ 14 branches vary in age, size, and layout, Cox is committed to delivering a unified member experience across all locations. His system rests on standardized design and operational guidelines that govern everything from furniture and finishes to signage, lighting, and technology. These standards ensure that whether a member walks into Huntington Beach, Downey, Costa Mesa, or Irvine, the environment feels familiar, modern, and aligned with the credit union’s identity.

But standardization doesn’t mean rigidity. Aging buildings and unusual footprints require creative solutions. Cox adapts layouts, flow paths and workstation configurations to each branch while maintaining a consistent look and feel.

Technology plays an equally important role. Upgraded ITM and ATM stations, consistent security systems, digital displays and efficient transaction workflows create operational reliability. Staff training reinforces these standards, giving members the same high-quality experience regardless of location.

A proactive, vendor-supported operations model further strengthens consistency. Regular inspections, predictive maintenance tools, and ongoing vendor collaboration allow his teams to identify issues early and prevent member-facing disruptions.

“By anticipating challenges and preventing disruptions, we ensure branches stay safe, functional and welcoming,” he says.
